here's step by step to putting up an icon:
1. at the top of the page is a toolbar it has your username, and next to it is a downward pointing arrow. Click the arrow
2. select "edit settings"
3. on the toolbar on the left, click "Identity" which is just under the section labeled "Public".
4. At the top of the page is a little secion where you can upload an icon, and the image specifications for it!
(you can also create a signature for your message on this page )

and to upload an ID, you first need to submit a deviation of yourself(or whatever you want to be your ID, really) under the category "Devious Fun<Deviant ID"
then go to your userpage and select "Edit Page" which is towards the top, just above your already uploaded images. From there you select options that can add a Deviant ID to your page. Once you've aded it, and closed that little window, you can the click "Change ID" (at least I think that's what it will say) in the box that has just appeared on the right and select the image that you uploaded as an ID
